That's the idea, though it's different in other cultures. Like, in Shinto everyone goes to the same place regardless of how they lived.

So basically you think you're dead and being punished. But if I remember right if you were being punished you'd know why, otherwise it's not punishment for the sins you committed. You can't repent if you don't know what you did, basically.
