Uuhh...no birds that I can think of! I know there's Emolga, and that's part flying and electric, but it's not a bird.

[There's also Zapdos, but...that's not really a Pokemon just anyone can add to their roster.]

Bird-like Pokemon are usually weak to electric attacks, so I dunno for sure if there are any who can learn them. They might be able to using TMs and stuff, but I'd have to check the Pokedex to make sure.
