Well...the whole town's afraid of Lucy. He kinda runs the place the way he wants. He's the one who runs the corporation that makes all the products that everyone uses every day, too, so that's prolly another reason he's still in charge.

[That, and there's literally no one else to rule....except Beezy, but at least Lucius can somewhat keep things in "order". Who knows how things would go if and when Beezy finally takes his place as ruler in his dad's stead.]
